Ours is issued by the State of Wisconsin, after one pases both a written and road test; I think the minimum age is 16. Liability insurance, however, is mandatory. I think they are issued for eight-year terms, and one can renew without retesting IF one has a clean driving record. Mine will expire next year, I think. :waving:
