Different people like different things from a bike. For me, having ridden an 1800, I can say it is sporty but not as comfortable overall. Less luggage space too.
From what I have seen the 1500 is viewed as the luxuory (sp?) tourer and the 1800 while a tourer is seen as a rocket tourer.
