As a starter I'd disconnect and clean the battery and cable terminals, ditto the cable attachments to the starter relay and the starter itself. A little corrosion can add enough resistance that the starter won't crank the engine but the lower current drawers like instrument lights and the voltmeter will. I'd also suspect the starter relay itself. Take a good look at the main 30A fuses, the link type fuses can cause these odd happenings.

BTW fatalattraction, it got to 76F here in Spanaway south of Tacoma, I wouldn't doubt that it could have reached 85 in some of the sheltered areas on that concrete slab!
